Lankford was born on March 4, 1968 in Dallas, Texas as a son of Linda Joyce and James Wesley Lankford. He is married to Cindy Lankford for about 20 years and they have two children together: Hannah and Jordan. James lives on Edmond with his family.

Lankford studied in Lakeview Centennial High School in Garland, his hometown. He also participated on Washington Civic education program. Later, he attendedUniversity of Texas (at Austin) and earned a Bachelor of Science degree. He also attended Divinity at Southwestern Baptist Theological Seminary and had his graduate degree.

Later after his graduation from graduate school, he served on Baptist General Convention of Oklahoma as Director of Student Ministry. Later, he also worked as the program director of the largest Christian camp in the US, Falls Creek.

James was elected as the US Senator on November 4, 2014 after his four successful years in the U.S. House of Representatives. Utilizing the opportunity, James, as the chairman of the Senate Subcommittee on Regulatory Affairs and Federal Management, advocates and fights for better and restrained federal government. Also, as a representative, Lankford has sponsored 20 bills in the house, some of which includes: bill to exclude millionaires from receiving unemployment benefits, bill to allow states not to participate in the Federal-aid highway program, bill to exempt certain farm vehicles from certain federal motor vehicle regulations, etc.
